HEAD OFFICE
POLICY, LEGAL AND REGULATIONS

JOB PURPOSE
To perform efficient and effective corporate and commercial legal support function within SAMSA.

KEY FUNCTIONS​

  • Implement and monitor the corporate compliance legal framework (universe, policy and manual) for SAMSA
  • Develop and implement Annual Corporate Legal Plan in line with Divisional Objectives
  • Drafting of MoU’s, agreements/contracts, and legal documents.
  • Legal vetting of MoU’s, agreements/contracts, and other legal documents.
  • Providing legal opinions on Corporate and Commercial matters.
  • Participate and contribute to the creation of the Centre Business Plan.
  • Provide support to corporate governance, compliance and risk management systems with particular reference to Supply Chain Management and Human Resources
  • Participate in mitigation of identified departmental risks.
  • Create proposals to guide the organisation to perform optimally and implementing best practices.
  • Surveying the corporate environment for best practices and technologies that will improve the efficiencies and quality of services provided to SAMSA.
  • Motivate the implementation of changes to policy and business processes and oversee the embedding of changes through the management lines.
  • Provide corporate legal advisory to internal and external clients
  • Ensure effective stakeholder management throughout the operational value chain

REQUIREMENTS
 Qualifications

  • LLB Degree
  • Admitted Attorney of South Africa

Experience

  • 7 years’ work experience as an attorney (2 years as a Candidate Attorney plus 5 years post admission equating to 7 years) within a law firm specializing in corporate and commercial matters.

High levels of competence on the skills below is a requirement:

CREWING OFFICER (C2) X2
FIXED TERM CONTRACT (End date October 2026)              
CAPE TOWN: MARITIME SPECIAL PROJECTS OFFICE ​
The position reports to the Crewing Manager

JOB PURPOSE
To provide administrative support to the Crewing department to ensure that all Maritime Special Project managed vessels are staffed by suitably qualified and medically fit seafarers in accordance with local and international regulations.

KEY PERFORMANCE AREAS
1.    Administration of Sea Staff

  • Planning and facilitating crew changes on board the MSP managed vessels.
  • Cost effective management of crew rotations on board MSP managed vessels.
  • Monthly crew movement plan for all MSP managed vessels.
  • Management of leave (annual, sick, family responsibility, etc.) registers for all crew members.
  • Liaising with key role players to determine a suitable schedule for crew changes to avoid negatively impacting upon the operational programme.
  • Compiling and collating all seafarer employment agreements as well as accompanying documentation.
  • Ensuring all consolidated contracts are always up to date.
  • Arranging and managing all crew travel arrangements and documentation.
  • Assisting the Crewing Manager with payroll administration as and when required.
  • ​Maintenance of an electronic crew database and crew members certificate validity.
  • Maintenance of the in-house Job Skilling Program.
  • Assisting the Crew Manager with regards to identification of seafarers ready for promotion.
  • Arrangement of trauma support with approval from the crewing manager
  • Providing information to the Crewing Manager for the monthly report (demographics, age, gender etc.).
  • Providing information on crew expenses and reimbursements to the Crewing Manager for payroll purposes.
  • Maintaining and updating the pool of potential candidates for employment

2.    Sea Staff Recruitment

  • Verification of seafarer certification and qualifications.
  • Screening and initial evaluation of candidates.
  • Formulating interview questions.
  • Forming part of the crew interview panel (as required).
  • Liaising with the relevant Superintendents regarding vessel specific requirements.

3.    Stakeholder Engagement

  • Regular interaction with the captains of the vessels regarding general crewing developments and matters.
  • Liaise with external service providers to arrange for statutory and other course bookings for members of the crew.
  • Engage with flag state personnel on various matters which may include crew welfare, certification, and crew safety issues.
  • Engage with the client with regards to crew related matters for inspectors / scientists (medicals, certificates etc.).

4.    General

  • Perform any other duties that fall within the incumbent’s scope of ability.
  • Perform other duties /assist with Projects as delegated by SAMSA MSP Management

MINIMUM REQUIREMENTS
Qualifications

  • Grade 12
  • NQF level 5 Higher Certificate
  • Shipping or Maritime Related Qualification with some exposure to personnel management

Knowledge, Skills, Competencies & Experience

  • 5-7 Years related experience.
  • STCW
  • Maritime industry knowledge.
  • Knowledge of the MSA (Merchant Shipping Act), MLC (Maritime Labour Convention) and the ISM (International Safety Management) Code
  • Working knowledge of the Microsoft Software Suite
  • Good communication skills and the ability to engage with personnel from a diverse background fostering engagement and relationship building
  • Organized & Disciplined

  •  Analytical thinker with strong conceptual and problem-solving skills
