MARKET ANALYST – WHOLESALE SERVICES 
JOB LEVEL : C4
SALARY RANGE : Total Annual Package (CTC) R533,797.00 – R667,247.00
LOCATION : ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS : Permanent

Purpose of the job 
Provide high-quality economic analysis, including anticipating and considering counter-arguments or different points of view, and support to the Policy Research and Analysis division, Council and other divisions within ICASA.

Key Outputs: The successful candidate will report to the Manager: Wholesale Services and their responsibilities will include:● Provide high-quality economic analysis and inputs into regulatory decision-making processes ● Contribute to the production of written documents for both internal and external stakeholders (including regulations, discussion documents, position papers, etc.) ● Conduct economic research into the development of proportionate regulatory interventions in terms of section 67 of the Electronic Communications Act ● Communicate economic issues convincingly internally and externally both orally and in writing ● To assist the Manager in developing a consistent regulatory agenda to promote competition and enhanced economic efficiency of the ICT Sector ● Represent South Africa on regional and global forums.

Qualifications and Experience: ● A Bachelor’s degree in Economics or Econometrics (NQF L7) ● 4-6 years working experience of which 3 must be in a research field ● 3- 5 years professional experience ● Proven track record of conducting economic research on the ICT sector and drafting research reports.

SPECIALIST: REGULATORY & LEGISLATIVE DRAFTING X 2

SALARY RANGE : Total Annual Package (CTC) R693,742.00 – R816,167.00

POSITION STATUS : Permanent

Purpose of the job
To ensure that ICASA adheres to administrative due process in making its decisions; to ensure that ICASA develops lawful, implementable regulations that are both substantively and administratively fair; and to ensure that ICASA executes its regulatory mandate within the parameters of the law.

Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and their responsibilities will include:● Provide legal guidance to Council (incl. Council committees) in executing their functions i.t.o the ICASA Act ● Provide legal advice to Council, CEO, COO, EXCO/OPCO and Regulatory divisions on regulatory matters ● Draft regulations and regulatory documents/notices ● Monitor and provide input, where necessary, regarding draft legislation that may have an impact on ICASA ‘s mandate ● Represent ICASA at national & international meetings and for a ● Perform Compliance and Risk Management functions ● Draft Memorandums of Understanding (MoU) with local and international regulatory authorities (incl. International bilateral agreements) ● Conduct training, workshops or presentations on topical regulatory legal matters.

Qualifications and Experience: ● Honours/4 year degree in Law (NQF Level 8) ● Admitted Attorney/Advocate ● 4 Years Specialist Experience ● Minimum 5 years professional experience ● Minimum 6 years work experience ● Minimum 5 years’ post admission experience or 3 years post-admission experience with not less than 1 year experience in ICT regulatory ● Proven track record with handling litigation and drafting contracts or subordinate legislation ● Solid regulatory/ICT acumen (distinct/added advantage).

Key Competencies and Attributes: ● Results driven and ability to work independently ● Innovative approach to the drafting of legislation, reasons documents, findings documents, Memorandums of Understandings (national & international), International/national bilateral agreements and other regulatory documents ● Able to work and make decisions under pressure ● Solid interpersonal skills ● Excellent Communicator (written and verbal/ presentation skills) ● Resilience and influential ● Knowledgeable in Administrative Law ● Knowledgeable in Interpretation of Statutes ● Legislative Drafting experience ● Solid drafting skills ● Proven track record in building collaborative relationships.
