TECHNICAL OFFICER
JOB LEVEL : C3
SALARY RANGE : Total Annual Package (CTC) – R464,171.00-R580,214.00

POSITION STATUS : Permanent

Purpose of the job
To conduct investigation and enforcement activities on radio frequency spectrum users in the telecommunications and broadcasting sectors, to ensure compliance to the ICASA Act and its underlying statutes and to resolve or mitigate harmful interference complaints.

Key Outputs: The successful candidate will report to the Regional Manager: Limpopo, and their responsibilities will include: ● Investigating and implementing an appropriate action to resolve or mitigate harmful radio frequency interference ● To conduct technical investigations on radio equipment installed at highsites ● To conduct type approval inspections in identifying and preventing the use of unauthorised equipment ● To monitor and ensure compliance to Electronic Communications Service licenses, to Broadcasting Licence terms and conditions and to Spectrum License terms and conditions ● Participate during the special national and provincial events by monitoring and resolving possible harmful radio frequency interferences ● To enforce compliance for non-compliance by licensees ● To monitor the Quality of Service (QoS) from network and broadcast license holders.

Qualifications and Experience: ● Three-year National Diploma / Advanced Certificate in Electrical Engineering (Light Current) – NQF L6 ● BSc or BTech or Bachelor’s degree in Electrical or Engineering (Electrical, Electronic or Information Engineering (added advantage) ● 3 years working experience in radio frequency environment ● Radio frequency interference investigation experience (added advantage) ● Practical experience with electronic communications systems testing and/or monitoring equipment (added advantage) ● Computer literacy and high level of proficiency in MS Office ● Non-endorsed driver license.

ANALYST – COST MODELLING

Purpose of the job
To assist the Manager: Cost Modelling in carrying out the necessary functions of the Cost Modelling Unit (Market Regulation). Conducting research and providing an interpretation of regulatory financial interventions imposed in the ICT sector (i.e. telecommunications, postal and broadcasting) to ensure improved social welfare.

Key Outputs: The successful candidate will report to the Manager: Cost Modelling, and their responsibilities will include:• Manage the collection and collation of relevant ICT economic and cost-modelling data • Develop and maintain ICT cost models and regulatory accounting systems • Manage required cost modelling databases • Provide necessary interpretation of regulatory financial accounts of regulated ICT services • Analyse available public information to disseminate and identify the cost of existing ICT services • Provide recommendations on developing costing models so as to inform regulatory planning and decision making • To assist the Manager in developing a consistent regulatory agenda to promote competition and enhanced economic efficiency of the ICT Sector.

Qualifications and Experience: ● Academic Degree / 3 years (NQF L7) in Accounting, Economics, Finance, Financial/Business Management or Equivalent ● At least 3 years relevant professional or working experience in cost modelling or financial management ● Proven track record of conducting economic research in the ICT sector ● Proven track record of working with qualitative and quantitative methods ● Proven track record in conducting research and drafting research reports ● Proven financial analytical skills ● Ability to engage with stakeholders at all levels.

Purpose of the job
To provide administrative support in a Councillor’s office. This role undertakes high quality administrative functions to make sure that the office management, operations and business of the Councillor’s office are executed effectively. The Personal Assistant serves as the primary point of contact for internal and external stakeholders on all matters pertaining to the Councillor’s office.

Key Outputs: The successful candidate will report to the Corporate Secretary and Chairperson of Council and their responsibilities will include: ● Secretarial Support ● Diary Management ● Organising of functions and meetings ● Office Management ● Administrative/Office Support ● Operational Planning.

Qualifications and Experience: ● Relevant 3 year National Diploma / Advanced Certificate in Office Management from an accredited educational institution (NQF level 6) ● A minimum of 5 years relevant administrative and/or proven secretarial experience, with three years’ operating at an Executive/board-level environment ● Ability to manage complex and highly confidential information ● Solid experience with office management systems at an advanced level (e.g. Enterprise Resource Processes and MS Office) ● Ability to present and analyse data ● Experience in using online calendars and web conferencing (Skype, Teams, Zoom etc.).

Purpose of the job
To conduct investigations and resolve or mitigate harmful radio frequency spectrum interference related to electromagnetic radiation including radio waves, infrared, visible light, ultraviolet, e-ray and others as well as to control the possession and use of radio apparatus and to conduct enforcement activities on radio frequency spectrum licenses issued. Resolve/mitigate complex RF interferences, evaluate Type Approval applications; Manage the Natjoints/ Provjoints Instruction projects received in the Gauteng Region; and Risk management and technical equipment/asset management.

Key Outputs: The successful candidate will report to the Regional Manager: Gauteng and their responsibilities will include: ● Resolution or mitigation of harmful radio frequency spectrum interference. ● Conduct Interference compliance audits across the Gauteng Province ● Investigation of high site radio frequency spectrum installations ● Conduct Enforcement activity on issued radio frequency spectrum licenses ● Technical equipment management ●Risk management.

Qualifications and Experience ● Bachelor degree in Electrical Engineering and/or Electronics (NQF 7) ● Registration with SAIEE and/or ECSA will be advantageous ● More than 5 years working experience in radio frequency (RF) environment ● Computer literacy and advanced level of proficiency in MS Office ● Radio frequency (RF) interference investigation experience ● Practical experience with electronic communications systems testing and monitoring/field measurement equipment ● Leading and supervision of technical teams ● Writing of detailed technical reports ● Non-endorsed driver’s licence.
