MANAGER
INSURERS AND RETIREMENT FUND BENEFIT ADMINISTRATORS DEPARTMENT Ref No: FSCA 257
Purpose of the Job:
To assist with the management of the department and to help develop and maintain an appropriate conduct of business supervisory framework for the insurance industry. The person appointed to this position will report to the Head of Department.

Requirements:
A Bachelor’s degree in Law, or a Business or Accounting qualification, with at least 5 – 7 years’ experience in the financial services industry. Excellent knowledge and understanding of the financial services industry and in particular the insurance industry is required. Experience in managing people and a certification in compliance risk management will be advantageous.

Key Performance Areas:
• Assist with managing the operations of the Insurers & Retirement Fund Benefit Administrators Supervision Department;
• Assist with the development, implementation and maintenance of a risk-based conduct of business supervisory framework for insurers;
• Oversee investigations of complaints relating to non-compliance with insurance legislation and allegations of unfair customer treatment by regulated entities;
• Oversee market conduct on-site compliance inspections where applicable based on policy and the risk-based supervision approach;
• Lead and manage projects as identified in the Department;
• Assist the Departmental Head by recommending and implementing changes to the regulatory framework and policy within the FSCA;
• Engage with industry stakeholders on various conducts of business supervisory matters;
• Engage with senior management within the FSCA on operational and strategic matters as and when required;
• Engage with management of insurers on complex matters as and when required;
• Engage with stakeholders on international level; and
• Manage the human resources of the team effectively and efficiently (train, develop, monitor, lead and assess performance of staff).

The candidates must demonstrate the following skills: The ability to work independently, but also be a team player, to function well under pressure, show a high level of professional judgement, the ability to use the applicable legislation and other relevant sources to analyse problems of a technical nature. The ability to gather information and to analyse same, the ability to manage projects, be able to interact effectively with all internal and external stakeholders especially stakeholders at a senior level. To organise, lead and motivate a team in order to meet individual, team, Departmental, and organisational goals, have good communication skills, both verbal and written, have good interpersonal skills and conceptual skills, be computer literate. Have strong research and report writing ability, have strong data analysis skills, Leadership competencies and strong strategic thinking abilities.

DEPARTMENTAL ASSISTANT
RETIREMENT FUND CONDUCT SUPERVISION DEPARTMENT

Purpose of the Job:
To provide administrative and secretarial support to the Conduct Supervision Department. The person appointed to this position will report to the Departmental Head.

Requirements:
A Matric Certificate plus a relevant Secretarial Diploma or Administrative qualification, with at least 1 to 2 years working experience as a secretary or administrative assistant. The candidate must be computer literate and have advanced MS Products knowledge (Word, Excel, Access, and PowerPoint) and working experience in the use of computer programs for word processing, databases and spread sheets. The candidate must also have exceptional customer service skills and coordinating and the scheduling of management meetings, gathering agenda items and materials as required. The ability to handle more than one task at a time and accuracy skills are essential.

Key Performance Areas:
 Ensure that referrals from other Departments within the Retirement Fund Division, Divisions within FSCA and Business Center are resolved or directed to the correct Manager.
• Ensure that referrals from the OPFA are captured and directed to the correct Manager.
• Attend to section 13A notifications, capture all information correctly on database and send letters to defaulting employers.
• Plan and arrange departmental workshops, social events, travel and hotel accommodation in accordance with the department’s annual operational plan;
• Book departmental meetings, distribute agendas and other communication and documentation;
• Book staff training and conferences, including writing of memorandums and coordination of the payment process;
• Manage departmental stationery, including ordering and stationary stock control;
• Coordinate and manage the team’s telephone bills reconciliations, diary management and venue bookings;
• Maintain physical and electronic filing systems;
• Ensure that documentation related to on-site visits, desktop reviews and file notes are indexed to the system;
• Facilitate attendance of meetings and on-sites inspections, including compilation of attendance registers, arranging meeting rooms and transport where applicable;
• Perform regular asset verification against the departmental asset register;
• Log general office maintenance and IT issues on the relevant helpdesks and follow-up on queries;
• Ensure that supplier invoices are actioned timeously including obtaining necessary supporting documents from the team and/or service provider and required signatures for approval, raising requisitions (online case creation) and routing to Finance and/or Supply Chain unit.
• Perform general administrative support to the team members; including providing assistance with the preparation of documents and slides for presentations and meetings; writing of memorandums; committee submissions, attend to administrative as well as client enquiries.
