MAIN PURPOSE OF THE JOB
To conceptualise, formulate and implement Seda Programme Analysis, Design and Learning Business Unit strategy and operational plan aimed at researching, developing, piloting existing and newly developed programmes; capacity building and skills development of Seda practitioners and small enterprises as well as coordinating support programmes for the development of small enterprises in South Africa with a special focus on the “upper end” of the sector in line with Seda strategic areas

KEY PERFORMANCE AREAS
❖ Formulate and manage the implementation of EDD Programme Analysis, Design and Learning strategy and operational plan in line with strategy and business plan of the organisation
❖ Direct and guide the Research and Development Unit operations

❖ Direct and guide the EDD Programme Management Unit operations
❖ Direct and guide the operations
❖ Direct and guide Training and Capacity Building operations including Material Development and Training Coordination
❖ Develop and manage relationships with external stakeholders for Seda to partner with on identified programs to contribute to the organizational strategy
❖ Manage Business Unit resources (finance, human resources and risk management and compliance etc.)

REQUIRED MINIMUM QUALIFICATION
❖ Matric (NQF Level 4) and Bachelors’ degree, Honours Degree (NQF Level 8) or post graduate Diploma (NQF 8) in Business Management/Industrial Engineering/Operations Management
❖ Master’s Degree (NQF Level 9) as added advantage

REQUIRED MINIMUM WORK EXPERIENCE
❖ 8 – 10 years’ experience in the development of small enterprise support programmes, capacity building, management and implementation of socio-economic development intervention programmes of which 5 years should have been at a Management Level
Ability to demonstrate:
❖ Knowledge and experience in the development and implementation of learning interventions for socio-economic development
❖ Knowledge and experience of small enterprise development sector
❖ Knowledge of Public Financial Management Act (PFMA)

MAIN PURPOSE OF THE JOB
To formulate and manage (plan, organise, control and lead) the rollout and implementation strategies of all Special Projects involving relevant to the Enterprise Development Division Network, and ensure participation of all stakeholders involved in the value chain.

KEY PERFORMANCE AREAS
❖ Develop and manage the execution of a strategy and framework for the roll-out and implementation of all Special Projects and other sector-based programmes.
❖ Identify, develop and manage strategic partnerships in the public and private sectors for the implementation of all Special Projects and other sector-based programmes.
❖ Ensure detailed monthly reporting on all Programmes.
❖ Manage and oversee the utilization of the applicable portals & application systems by the network.

REQUIRED MINIMUM QUALIFICATION
❖ Matric (NQF Level 4) and a Bachelor Degree (NQF Level 7) plus Honours (NQF Level 8) or Post Graduate Diploma (NQF Level 8) in Economics/Business Management/Business Administration/ Operations Management.
❖ Master’s Degree (NQF Level 9) as an added advantage.
❖ A qualification in Project Management is an added advantage.

INHERENT JOB REQUIREMENT
❖ A valid South African driver’s license.

REQUIRED MINIMUM WORK EXPERIENCE
❖ 8- 10 years’ years’ experience in the development, design and management of small enterprise support programmes, of which 5 years should have been at a supervisory level. Proficiency & experience in Project/Programme Management is also a requirement.
Ability to demonstrate:
❖ Understanding of small enterprise development sector
❖ Prior experience in the management of implementing small enterprise development programmes
❖ Sound Programme/Project management experience
❖ Knowledge of the Public Finance Management Act (PFMA), Treasury regulations and any other legislation will be an added advantage.
❖ Ability to develop, design, monitor and evaluate Programmes
❖ Experience in interacting with stakeholders at all levels
